Photograph of Mayor William Donald Schaefer (front row, right) at a public meeting launching "The Great Baltimore Land Rush" and held at the War Memorial building at Gay and Lexington Streets in Baltimore, Maryland. The meeting provided participants with information about the Land Rush program, which provided for the sale of publicly owned vacant lots for 100 dollars each. This program, which will put these properties back into private hands, was designed to increase the assessable tax base and reduce the city's upkeep expenses. Seated around Mayor Schaefer are perspective buyers, including many African Americans, reading from the information packet, which contains a listing of the properties.
