THE CHICAGO AREA CENSUS FIGURES SHOW A SIGNIFICANT GAP IN ECONOMIC SECURITY BETWEEN BLACKS AND WHITES SOME 50% OF BLACK FAMILIES EARNED LESS THAN $8,000 IN 1970, COMPARED TO 21% WHITE.
