Mr. and Mrs. Tom Stuart, (seated) of Hempstead County, Arkansas, are shown reading the news about their good fortune in becoming the first Negro family in the nation to receive a farm housing loan, authorized by the Housing Act of 1949, which Congress passed last summer. The Stuarts are the owners of an 80-acre farm near Ozan and lost their home by fire recently. Mrs. Nancy McFadden, mother of Mr. Stuart, is pointing out the story in the newspaper
