Constitutional amendment abolishing slavery : in Legislature of California, sixteenth session, 1865 & 1866, Joint Resolution No. 1 providing for a ratification of the Amendments to the Constitution of the United States. Whereas, the Congress of the United States, two thirds of both houses having deemed it necessary by a joint Resolution duly passed and approved ... did propose to the Legislatures of the several States for their ratification, a certain Amendment to the Constitution of the United States, which proposed Amendment is in the words and figures following, to wit: Article XIII. Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted shall exist within the United States, or any place subject to their jurisdiction. Section 2. Congress shall have power to enforce this Article by appropriate legislation. Therefore be it resolved, by the Senate and Assembly of the State of California, that the said proposed Amendment be, and the same is hereby ratified by the Legislature of the State of California. Passed December 20th, 1865. Approved December 22nd, 1865
