Typed draft of unpublished article addressed "the thesis that American Negroes have got to take refuge in a limited amount of voluntary self-segregation in order to accumulate an apply sufficient strength for self-defense and self-assertion and eventual equality with other men;" Du Bois argues that "the Negro problem is an attitude of mind and a will to action on the part of so large a number of Americans and other citizens of the world; that noting but positive action is going to do away with it; and that whatever is done is going to require a long time and great sacrifice."
