Description

Holograph, signed.Title devised by cataloger..Manuscript annotated on recto, with "97" in pencil beneath Phillips' salutation to Garrison,. and "1859." in black ink beneath letterhead date.Wendell Phillips forwards to William Lloyd Garrison a "form of Petition", and advises Garrison to refer to the Fugitive Slave Act as a "Bill not a Law", and to refer to fugitive slaves as "men" rather than "slaves". Phillips offers his suggestions to Garrison for the distribution of this petition.
