Expressing deep concern for distrust of Japanese Americans; observation that Japanese Americans have reacted peacefully and patiently: hopes the readers of this letter will "give their best thoughts" to right relations with Japanese Americans: "the precedent set by such an action would reflect on our democracy, our treatment of Negroes, Orientals, and all minority groups. To the countries who oppose democracy, it would be fuel for their fires."
