Summary of Arkansas laws that impact public education integration in the state through 1960. - 5 - ACT 43 of 1959 Provides any person entitled to vote in any primary, general, or special election in this state, who at the time is unable for any reason whatevery to read and/or write, shall be permitted to have his spouse present with him in the polling room to assist him or act for him, in marking his ballot. The 1958 poll tax expires October 1, 1959. The 1959 poll tax now available entitles the holder of the receipt to vote in any election between October 2, 1959, and October 1, 1960 inclusive. This will include the next school board election.
