Description

Charles Velmon Carr (1903-1987), was a politician, lawyer, and civil rights leader who served 30 years on Cleveland City Council from 1945-1975. Charles or Charlie Carr was the first black majority leader for the council. He established the law firm of Carr, Jackson and Payne in 1954, and was co-sponsor of the first Fair Employment Practices legislation in Ohio.
