Ottawa University, Gangwish Library: The Pi Kappa Delta Collection; This issue is in excellent condition with only minor yellowing on the cover sheets. [A full directory of PKD national and Local officers are printed on the front and back inside covers] "The Fourth Biennial" begins the contents of the issue and briefly relays basic information about the future fourth PKD convention. It appears already established that the event will be held at Simpson College in Indianola, Iowa and most of the content is involved in urging chapters to be represented at the convention. The author uses Redlands University as an example which has provided four participants at each of the past three conventions. The author makes the point that the chapters further away such as California, Michigan, Colorado, and Oklahoma Alphas have had the most participants. "Why You Should be Interested" extends this conversation by extolling the character of the members of PKD ('no black sheep chapters') and stresses the benefits of becoming acquainted with them. (p.1) The author as well lists the questions concerning the growing organization that must be answered at the convention. These include: Should the National Council be re-organized?; Should a full time Secretary be employed?; Should the chapter roll be limited and PKD become more exclusive?; Should PKD membership be limited to those engaged in intercollegiate debate only, or continue to recognize local contests?; What should be the basis of that recognition?; Should the constitution be amended concerning attaining higher degrees?; Are judges decisions satisfactory?;...
