The Honorable Frances P. Bolton (2nd from left) and Vivian, Donna, John Phillip, and Mrs. and Mr. John W. Kellogg. John W. Kellogg (1920-1981) was an attorney, and a 20-year member of the Cleveland City Council, representing Ward 18. He graduated from Kentucky State College in 1941, and received his law degree from Western Reserve University in 1948. He was legal counsel to the Greater Cleveland Regional Transit Authority, vice chairman of the Cuyahoga County Republican Party, and a legal adviser to the Ohio Public Transit Association.
