Outlining, in great detail, her utopian plan for to address problems of overpopulation, war and hunger by reclaiming the desert lands of North Africa with irrigation to establish a "completely free and independent Negro Republic" to be ruled by a socialist government. She suggests the British Labor Party initiate the plan.
