Reverend Charles T. Green, president of the Roanoke branch of the NAACP, gives an interview about the NAACP's sentiments on the allocation of funds in the Total Action Against Poverty program. Rev. Green accuses the Total Action Against Poverty of distributing funds to its top officials and inhibiting the money from reaching the poor. Green says that the Roanoke chapter of the NAACP has formed a standing committee to confront Total Action Against Poverty on their use of the word "qualified" in referring to African Americans.
