Eleanor Fischer reports on the race riots in Watts, Los Angeles and Newark, NJ just a few days after the riots in Newark occurred, while tensions were still high. She interviews various mayors and city officials around the U.S. regarding racial tension and inequality, along with a panel of African Americans who also comment on the racial climate and the needs and sentiments of the inner-city black community regarding the conditions in which they live and the political power structures to which they are subjugated.
