I ) !; THE NE^^S ESEA Cut To $967 Million: Title II Funds Intact On September 21, the appropriations bill for the Elementary and Secondary Education Act was signed by President Johnson in its final form. The original budget request for close to $1.3 billion, was cut to $967 million, largely be¬ cause more than tv/o months of the fiscal year will have passed by the time the funds are actu¬ ally allocated. The budget for Title 11 (school li¬ brary resources, textbooks, etc.), however, re¬ mained intact. "There appears to be no doubt," the appropriations committee report said, "either as to the need or the ability to effec¬ tively utilize the (Title II) funds during the fiscal year 1966." Other Titles of the Act were cut. as follows: Title I (education of children from low-income families) from an approximate $1.07 billion to $775 million; Title III (supplementary edu¬ cational services and centers) from $100 mil¬ l
