Describing popular attitudes towards Germany during and since the war; proposing to make contact with German organizations interested in the colonies, to visit those colonies, and draw up a report of said travels' findings, "not with the idea of exculpating Germany or blaming others, but trying to state clearly what Germany, England and France have done for the advancement of the Negro."
