Donated by Phyllis M. RyanThis memorandum is from Lawrence Fuchs, a professor at Brandeis University, to the state education commissioner, Owen Kiernan. Fuchs was on the committee assembled by the governor to study racial imbalance and the possibility of its existence in Massachusetts. In this memo, he explains some of the problems identified and where he sees possible changes and reforms needed.
