Jaylin Allen-Wallace Interviews Bill Franks on April 19th 2016. Franks discusses growing up in North Carolina, and coming to Madison, Wisconsin to work as an Educational Counselor for the Safe Streets program. Franks also discusses prevalent racial disparity and equity issues in Madison.This interview is part of an oral history series done of residents of Madison on changes affecting the African-American community, beginning around the 1960s and continuing through to 2016. Three Madison high school students were trained in oral history techniques then interviewed black residents who had resided in the city for at least 20-40 years. In the interviews, students asked about four broad areas: 1) family history; 2) education; 3) work history; 4) and issues affecting the Black community in Madison, such as housing, educational opportunities, and racism and prejudice.
