Brief mention in the Arkansas Gazette of the newly-enacted Civil Rights Law of 1873. THE civil rights bill is not a law. Gov. Baxter did not posses the courage to veto it. It now remains to be seen whether or not the courts will decide it constitutional. For a time, now, we will hear of innumerable collisions and strife, arising from an effort to enforce this ill-timed law.
