He served in that capacity from 1969-1974, when he resigned from office after a series of political scandals. He served as Vice President under President Dwight Eisenhower from 1953-1961. He ran unsuccessfully for President against Senator John F. Kennedy in 1960. He served in the Congress, both as a member of the House of Representatives and the Senate before his two terms as Vice President.
