Description
The minority's report regarding the Governor's speech relating to the Kansas bill before the United States Congress. The minority agrees that states and territories have the right to determine whether or not to allow slavery and objects to the restrictions imposed by the Missouri Compromise of 1820. That compromise was not within the power of Congress, according to the argument presented here. They also find the Fugitive Slave Law constitutional.
