View of Emma Darnell, the coordinator of Intergovernmental Programs for the City of Atlanta, seated at her desk in her office in Atlanta, Georgia.Emma Darnell served as the head of the City of Atlanta's Department of Administrative Services under Mayor Maynard Jackson. She was the highest ranking African-American woman in city government when she accused the city of racial and gender discrimination. She was fired in 1977, appealed to the Atlanta City Council, and ultimately resigned her position. She ran an unsuccessful campaign for mayor later that year. In 1992, she was elected to the Fulton County Board of Commissioners.
