View of Jim Parham (right), Georgia's Commissioner of Human Resources, meeting with welfare families, in Atlanta, Georgia.Thomas Melvin "Jim" Parham (d. 1996) was appointed director of Georgia's Division for Children and Youth in 1963. In 1971, he became the director of the Department of Family and Children's Services. Then, in 1975, Georgia Governor George Busbee named Parham the state's Commissioner of Human Resources. President Carter selected Parham to be a White House Special Assistant for Intergovernment Relations in 1977. He later became deputy assistant secretary in the Office of Human Development Services in the United States Department of Health, Education and Welfare.
