Description
Amendment No. 4, also known as the Boswell Amendment, required individuals to "understand and explain" a given section of the U.S. Constitution before they could register to vote. The measure was designed to restrict African American voting, since approval of applicants' responses was left to the subjective judgment of the white county registrars.
