In response to the secretary's request for appraisals of "the situation ahead of us... with relation to the objectives and methods of the Association," and for discussion at the impending staff conference, recommending that the group dedicate its energies to initiatives oriented towards "economic illiteracy, the colonial peoples, education, health, democracy, and politics," and outlining the specific goals activities to be pursued in each respective area.
