From the Park Commission Minute Books, a reprint of a letter from City Clerk Ennis M. Douglass to the Commission, stating the chosen site for a "colored park." In the minutes, a declaration below the letter indicates that this was the first park accessible to "the colored people of the City of Memphis"; it was established at the insistence of Mayor Crump.
