Du Bois's summary of the Dept.'s work from December 1, 1918 through April 1, 1919, in advance of the upcoming bard meeting; describing its efforts and accomplishments on the compilation of records pertaining to Negro soldiers, and the creation of a comprehensive history thereof; outlining specifically the actions taken towards that objective and describing its current status; tabulating the expenses associated with said duties; and listing a series of three proposals thereon which he plans to put before the board at the meeting.
