A unique phase of this programme is a plan aimed at developing an educa¬ tional textbook publication project in Nigeria. A recent agreement be- Iween the Nigerian Federal Ministry of Economic De¬ velopment and the US Agency for International nevelopmcnt (IJSAID) sta¬ les the matter thus : "Al the present time, vir¬ tually all of Nigeria'^ books are imported, representing a very large annual foreign exchange cost. "The great majority of these books are in catego¬ ries that could, with train¬ ing and initial technical as¬ sistance, be produced by Nigerians in Nigeria". The new venture — the Franklin Book Programmes — aims at this goal. The Franklin Book Pro¬ grammes, which is to im¬ plement this programme, is an international non-proht organisation with
