As they said themselves, COFO provided food and clothing to poor blacks "as an organizational tool" for voter registration (see Stuart Ewen's documents in Box 1, Folder 4). The completed forms in this folder indicate the depths of the poverty of many blacks in Tupelo and their relative lack of interest in activism.
