Description
Washington: Asst. HEW Secretary James Farmer wants to extend the Head Start program into the home--to work with children 3 years and younger and their parents. The program traditionally has been carried out in classroom-type settings for 4 and 5 year old children. Farmer, high ranking Negro in the Nixon administration, is shown at his desk 6/24.
