William F. Rasche served as the Director of Milwaukee Vocational and Adult Schools in the 1940s and 1950s. In 1946, Rasche delivered this speech at the Annual Meeting of the Employers' Association of Milwaukee, detailing the difficulties African Americans faced in the workplace and advocating for an increase in the number of available employment opportunities
