In the letter Katzenbach discusses reports of racial discrimination in state parks and liquor stores in Alabama: "Under Title III of the Civil Rights Act of 1964, I have a responsibility to see that such segregation practices by the State of Alabama are abandoned, and that public facilities are made available on a non-segregated basis."
