Jacob tells Rowena of an incident involving the Black Hawk ship, where one negro was killed and several others were wounded. He also discusses the upcoming elections and draft in New York. Jacob tells of General Bank's promotion to Lieutenant for bravery and details his accomplishments. He asks Rowena to send him some new shirts if she does not visit him.
