Named elections director for Cuyahoga County, Virgil E. Brown holds a copy of Ohio's election laws. Virgil E. Brown Senior (1917-2010) served on Cleveland City Council for 3 terms. He was the first African-American to serve as Cuyahoga County election director. He was also a Cuyahoga County commissioner and director of the Ohio Lottery Commission.
