Meeting minutes from various COFO meetings make up the bulk of this folder, along with a few letters, reports, and forms. The minutes start with a January 1964 COFO meeting in Hattiesburg which discussed the outlines, logistics, and pros and cons of Freedom Summer. The next minutes come from a May 1964 staff conference where the persistent question about the group's structure arose, along with COFO's relationship to the Mississippi Freedom Democratic Party, preparations for housing and orienting summer volunteers, the relationship between COFO and SNCC, and whether to locate COFO headquarters in Greenwood or in Jackson. COFO Executive Committee meeting minutes from July 10, 1964, discuss the handling of legal cases, COFO's structure and relationship to other civil rights organizations, plans for the convention challenge at the Democratic National Convention, and the roles that Martin Luther King might play in COFO.
