Acting Commissioner of Indian Affairs, William M. Leads, writes to Indian Agent at Neah Bay Reservation, Charles L. Willoughby, to request that he call a council of the tribes at Neah Bay to ask them how they would feel about the transfer of the Indian Bureau to the Department of War in the federal government. The letter instructs Willoughby to avoid using any bias but to present the matter in a way that encourages the Native Americans to freely and honestly discuss the matter. Once their wishes are recorded, the chiefs should sign the documents as representatives of their tribes. Leads also states that Willoughby should request the reasons for their wishes regarding the transfer and to record whether or not there is a split in opinion. Lastly, Leads asks that each individual be allowed to give their opinion freely in "due form."
