Letter dated March 5, 1917 from James H. Preston, Mayor of the City of Baltimore, to J. G. Schmidlapp, a philanthropic businessman with an interest in improving housing for African Americans. Schmidlapp had assisted in building 400 homes for African-Americans in the Washington Terrace neighborhood of Cincinnati, Ohio, where he had made his fortune.
